Sets out the detailed implications of the 1986 and 1988 Housing Acts which legislated for Housing Action Trusts (to improve estates and sell them to private landlords, developers, housing associations or co-ops), estate and whole stock transfers to housing associations and the privatisation of management and maintenance of estates.
