The case against a proposed PPP Strategic Partnership in Middlesbrough, prepared for UNSION Middlesbrough, was eventually awarded to HBS. It was one of the first critical analyses of a business case for this type of project. The report recommended a viable, practical and cost effective method of improving quality and access, maintaining continuity of service and minimising disruption and insecurity.
